Preston Winter

Director for Procurement (Dept. of Compact Operations, Sector Operations Division), MCC

Preston Winter is a Director for Procurement within the Department of Compact Operations (Sector Operations Division) at the Millennium Challenge Corporation. He serves as the lead procurement specialist for MCC’s programs in El Salvador, Guatemala, Cape Verde and Georgia. He advises teams on procurement processes for goods, works and consulting, performs procurement reviews and internal audits, and oversees grantee countries on contracting methods and practices, ensuring principles of competition, fairness and transparency. Preston manages procurement data for MCC and works with the procurement team in developing, refining, and implementing MCC’s procurement policies.

Preston has served MCC for 11 years, beginning with work on the Ghana and Mozambique compacts. Prior to serving in his current position, Preston served as a Program Officer for Fiscal Accountability, beginning in January 2006. He also served as the Acting Deputy Country Director for El Salvador’s first compact during its final eight months in 2012. Prior to joining the MCC, Preston worked in Chile with a local NGO, and subsequently conducted microfinance market research in Rwanda.

Mr. Winter received his B.A. in International Relations from Wheaton College (IL) and completed his Masters in International Development from American University in May 2005. His Master’s thesis addressed “Capital Access Firm Size” in developing countries. He speaks fluent Spanish and intermediate French.
